
Such priorities are different with every person and in the end SSG decides what they will or will not do. I do understand that SSG Developers Team is small and that there are a lot things to do and priorities, sacrifices needed. So you can still have non combat Bars with Teleport Skills, Mounts or Mounted Combat the same as when using keyboard and mouse accessible by controller. This however takes a little more time because after switching to Cross Bar Set 2 you need to move your finger back to R2 to use your skills and then switch back to your Set 1 Cross Bar to use the others. You have a lot of Bar Sets to use, not only 40 slots for battle I described. You can also change Cross Bar Sets by tapping R1. You need to press "L2 + R2 Press Hold Simultaneously + 8 Buttons". Is that not enough to do even hardcore dungeons? A little more tricky to use additional Cross Bar for battle adds 8 more slots, making it 40 Bar Slots of instant use. This gives controller proficient person 32 Bar Slots accessible instantly. You can "L2 + 8 buttons" "R2 + 8 buttons" "L2 first then R2 + 8 buttons" "R2 first then L2 + 8 buttons".

In stead of Alt, CTRL and Shift you use Trigger Buttons, L1, L2, R1, R2. To make even more macros you have also "Hold two buttons + Press other". Controller controls are also able to use "Press" "Fast Press" or "Hold" to have three different actions on one button and "Hold one button + Press other" to have combinations similar to "Alt, CTRL, Shift + Keyboard button". So you can say controller has 27 buttons.

PlayStation 4 controller has 15 buttons plus 2 analog sticks with 2 buttons to move and rotate camera, analog sticks can be counted as buttons because you don't need WSAD to move and mouse left and right button click and movement to rotate camera, and also a touchpad with 2 possible presses and a swipe movement. Here's how using Final Fantasy 14 system as an example: Bars 4 and up could be left as they are and still be usable by a controller. Only place that would have to be changed is first three Slot Bars for a Cross Bars.

I do think that LOTRO could have full controller support without changing main layout of existing menu UI at all. Sometimes, after looking at a keyboard, I do press 5 and up. One, because it is not comfortable to do so, two because I need to look at keyboard, without that I would miss press, three I can't reach further than CTRL + 4, Shift + 5, Alt +7. I use only 1 2 3 4 with my keyboard, I am not able to use Alt, CTRL and Shift + Keyboard button Bar Slots. Not only experience and muscle memory, but also my hands size makes it difficult. Keyboard and mouse are hard for me and I do not believe it will ever change. I myself am a controller person since I was 8 years old.

Usually proficient in one of these means being not so good at the other, with examples of being able to use both without problems. There are people who are proficient in playing with keyboard and mouse and people who are proficient on a controller. Please try to be understanding about people different skills and preferences while replying.

I've responded to LOTRO on PS4 thread about this, but I think aside from that not happening port to consoles, PS4 or PS5, controller support could have it's own thread. I would love to have full controller support for LOTRO.
